The only legal point to be decided in

this case is whether the official members of

the Hong Kong Legislative Council may properly be allowed to vote, under No.24 (4) of the

Hong Kong Standing Orders, on the question as to whether the Report of the Salaries Commission

should be accepted.

It is said that the last five lines, and

in particular the last line, of No.30 (i) in the attached model Standing Orders (and No. 24 (i) of the Hong Kong Standing Orders

referred to above is in identical terms) were

drafted so as to admit of official members

voting on questions concerning their own

salaries.
